Most of the fatigue in this space comes from agencies promising a specific enrollment number before they've seen your offer or your list — no agency can guarantee enrollments, and one that promises to is telling you what you want to hear, not what's true. We don't know until we look at your offer and list — that's what the scoping conversation is for.
